Cherokee Federal to Acquire HigherEchelon’s Salesforce Practice

TULSA, Okla. — Cherokee Federal announced it will acquire the Salesforce practice of HigherEchelon, known as HESFP, effective Nov. 1, expanding its digital modernization capabilities and strengthening its technology portfolio.

The company announced the acquisition Oct. 7, saying the move adds “highly specialized Salesforce expertise” to Cherokee Federal, the federal contracting division of Cherokee Nation Businesses. HESFP has completed more than 120 Salesforce implementations across public and private sectors over the past six years.

“This acquisition enhances our ability to support federal agencies with advanced digital solutions,” said Steven Bilby, president of Cherokee Federal. “HESFP’s deep Salesforce experience strengthens our mission to deliver agile, technology-driven results for our clients.”

The transaction aligns with Cherokee Federal’s ongoing expansion strategy in technology-based firms. In September 2025, the company acquired Management Science and Innovation LLC, and in September 2024, it purchased Advanced Technology Applications—both through its Sovereign Capital firm, launched last fall.

Cherokee Federal provides IT modernization, cybersecurity, cloud, and data analytics services to federal agencies, focusing on rapid modernization of customer-facing systems while maintaining stable backend operations.

HESFP delivers digital transformation services to clients including the U.S. Marine Corps, U.S. Air Force Special Operations Command, the U.S. Department of Veterans Affairs, and U.S. Citizenship and Immigration Services. The practice specializes in multiple Salesforce platforms such as Sales Cloud, Service Cloud, Experience Cloud, OmniStudio, Marketing Cloud, MuleSoft, CRM Analytics/Tableau, and UI/UX design.

Paul Maggiano, co-founder of HigherEchelon, said the deal will allow HESFP’s expertise to continue growing within Cherokee Federal while HigherEchelon focuses on human capital and cyber training, engineering support, and educational gaming.

Cherokee Federal was named to the Washington Technology Top 100 list in June for the seventh consecutive year.
