Former TABCC Member Removed, Fined After Ethics Investigation

CHEROKEE, N.C. — Travis Smith, a former member of the Eastern Band of Cherokee Indians’ Tribal Alcohol and Beverage Control Commission, was removed from his position, fined $2,500, and barred from holding any appointed office for five years following an ethics investigation, according to documents released this month.

Smith began a four-year term on the TABCC on Feb. 27, 2024. His removal followed a grievance filed Aug. 14 with the tribe’s Office of Internal Audit and Ethics by a fellow commission member.


The complaint alleged Smith engaged in intimidation or retaliation against others and failed to uphold the integrity of his office. Investigators found substantial evidence that Smith engaged in a pattern of intimidation, public belittling of staff, and issued conflicting directives that disrupted operations, creating a hostile work environment and causing emotional distress among employees.


The investigation was completed Nov. 6. Based on the findings, the Ethics Review Committee recommended Smith’s removal, a $2,500 fine, and a five-year ban from appointed positions.


On Dec. 4, Principal Chief Michell Hicks announced the Eastern Band of Cherokee Indians was accepting applications to fill the vacant TABCC seat.


Smith, of Birdtown, placed fifth in the 2025 Tribal Council primary election and did not advance to the general election.
