Proposal for a Cherokee Digital Resource Dividend

Dear Respected Leaders and Legal Advisors of the Cherokee Nation,
I write to you on behalf of my family, as Cherokee citizens, and advocates for the continued prosperity and long-term sustainability of the Cherokee Nation. With great respect for the Nation’s sovereignty, governance, and vision for its citizens, we wish to bring to your attention an opportunity to secure enduring economic benefits for every household in our community in the emerging digital economy.
As we know, the 21st century is being shaped by artificial intelligence and massive data infrastructure. Large-scale AI and hyperscale data centers are rapidly expanding across the United States, consuming land, power, water, and communication infrastructure to generate billions in revenue. These operations rely heavily on physical and institutional resources provided by the host communities. In many respects, data has become the new oil, a critical resource whose value must be recognized and shared.
It is our proposal that the Cherokee Nation consider establishing a Digital Resource Dividend — a structured program by which digital infrastructure operating on tribal land contributes a negotiated revenue share to the Nation.
These funds would then be distributed annually to households within the Cherokee Nation, creating a stable, equitable, and long-term benefit for our citizens.
Key elements of this proposal include:
Revenue Sharing: Large-scale digital infrastructure operating in Cherokee jurisdiction would contribute a negotiated royalty or revenue share, proposed at 25% of net revenue, reflecting the scale and value of local resources utilized.
Annual Household Dividend: Funds would be distributed annually to households, rather than individuals, ensuring meaningful and equitable support across families.
Protection for Vulnerable Citizens:
Dividends would be structured to be tax-free where possible, not affect Social Security or federal assistance for seniors or disabled citizens, and not interfere with low-income households receiving essential services.
Sovereign Oversight:
The Cherokee Nation would retain full authority over fund management, distribution, and legal compliance, ensuring alignment with tribal laws and priorities.
Long-Term Prosperity:
A portion of the revenues could be invested to create a Cherokee Digital Sovereign Wealth Fund, supporting education, healthcare, cultural preservation, infrastructure, and other strategic initiatives for generations to come.
This proposal aligns with the Nation’s long-standing principles of self-determination, economic empowerment, and stewardship of our resources. It also presents a compelling and innovative framework for ensuring that emerging technologies and industries benefit the people whose land, labor, and governance make them possible.
We respectfully urge the Nation’s leadership, tribal council, judicial oversight, and legal advisors to consider convening a working group or committee to explore the feasibility and implementation of this proposal.
Collaborative development of policies, legal structures, and agreements with prospective digital infrastructure partners could secure a transformative, sustainable source of wealth for the Cherokee people. The leaders who make this happen will surely be remembered well for generations and generations to come.
